It would legislate to ensure that all significant tax and spending changes are subject to independent assessment by the Office for Budget Responsibility. Bills will be filed to strengthen audits and corporate governance, along with pension investments.
‘Securing economic growth will be a fundamental mission. My government will seek new partnerships with businesses and working people and help the country move forward from new cost of living challenges by prioritizing wealth creation for all communities. Ministers will create an industrial strategy council. My Government’s aim is to see living standards rise in all countries and regions of the UK.
“My ministers will get Britain building, including through planning reform, as they seek to accelerate the delivery of infrastructure and quality homes. They will also seek sustainable growth by encouraging investment in new industries, skills and technologies.
‘My government is committed to creating working wages and will legislate to introduce a New Deal for Workers to ban exploitative practices and improve employment rights. It will seek to create appropriate legislation to implement the requirements used to develop the most powerful artificial intelligence models.
‘My Government believes that greater devolution of decision-making is at the heart of a dynamic modern economy and a driver of economic growth, and ministers will introduce the UK Devolution Bill. Legislation will be introduced to give new powers to metro mayors and joint authorities. This will support local growth plans that bring economic benefits to communities.
‘A Bill will be introduced to allow local leaders to control local bus services. My ministers will legislate to improve rail by reforming rail franchising, creating Great British Railways and bringing rail operators into public ownership.
“These policies will enhance the UK’s position as a leading industrial nation and allow the country to seize new opportunities that can boost growth and create wealth.
“My government recognizes the urgency of the global climate challenge and the new job opportunities that can come from leading the development of technology in the future. It is committed to a clean energy transition that will reduce energy bills for consumers over time.
‘A Bill will be introduced to set up Great British Energy, a publicly-owned clean power company headquartered in Scotland, which will help accelerate investment in renewable energy such as offshore wind. Legislation will continue to help the country achieve energy independence and unlock investment in energy infrastructure. A Bill will be introduced to support the production of sustainable aviation fuel. My government recognizes the need to improve water quality and a Bill will be introduced to strengthen the powers of water regulators.
‘My government will strengthen the border and make the roads safer. A Bill will be introduced to modernize the asylum and immigration system, create a new Border Security Command and deliver enhanced counter-terror powers to tackle organized immigration crime. Legislation will be put forward to strengthen community policing, give police greater powers to tackle anti-social behavior and strengthen support for victims.
‘Steps will be taken to improve the safety and security of public places and help keep the British public safe from terrorism. My government will come up with a plan to halve violence against women and girls.
‘My ministers will work to raise the standard of education and remove barriers to opportunity. Action will be taken to get people back to work after being affected by the pandemic. A Bill will be introduced to raise standards in education and promote the welfare of children. Steps will be taken to remove the exemption from Value Added Tax for private school fees, which will fund 6,500 new teachers. My government will introduce Skills England which will have new partnerships with employers, and my ministers will reform the apprenticeship levy.
‘Legislation will be introduced to give greater rights and protections to tenants, including an end to no-fault evictions and changing the grounds for possession. Draft legislation will be published on leasehold and commonhold reform.
‘A Bill will be introduced to establish an independent football regulator to ensure greater sustainability in the game and strengthen protection for fans.
‘My Government will improve the National Health Service as a service for all, providing care based on need, regardless of ability to pay. It will seek to reduce waiting times, focus on prevention and improve mental health provision for young people. This will ensure mental health is given the same attention and focus as physical health. My Ministers will introduce legislation to modernize the Mental Health Act to make it fit for the 21st century.
‘A Bill will be introduced to progressively increase the age at which people can buy cigarettes and impose restrictions on the sale and marketing of vape. My ministers will also introduce legislation to limit the advertising of junk food to children along with the sale of high-caffeine energy drinks to children. A draft bill will be tabled to ban the practice of conversion.
‘My government will take steps to rebuild trust and respect. Legislation will be proposed to introduce a duty of honesty for civil servants. A Bill will be introduced to establish the Statutory Armed Forces Commissioner to act as a strong champion for the brave armed forces and their families.
‘A law on racial equality will be published in draft to enshrine the full right to equal pay in law.
‘My Government will strengthen its work with devolved governments in Scotland, Wales and Northern Ireland so that the best results can be delivered for people across the UK. My ministers will create a new Nations and Territories Council to renew opportunities for Prime Ministers, devolved heads of government and joint-authority mayors to work together.
‘My Government will continue to support the political institutions and devolved government in Northern Ireland. In consultation with all parties, steps will be taken to begin the process of repealing and replacing the Northern Ireland Issues (Legacy and Reconciliation) Act 2023.
‘Measures to modernize the constitution will be introduced, including reform of the House of Lords to remove the right of hereditary peers to sit and vote in the Lords. The ministers will strengthen the integrity of elections and encourage broad participation in the democratic process.
‘The Government will propose a House of Commons modernization committee, which will be tasked with driving standards, improving working practices and reforming procedures.
‘My government will ensure a strong defense based on the common values ​​of the North Atlantic Treaty Organization (Nato) on individual freedom, democracy, human rights and the rule of law. Our commitment to NATO will remain unwavering. It will maintain a strong armed force, including a nuclear deterrent. To ensure that the UK’s defense capabilities are in line with changing global strategic threats, the Government will undertake a strategic defense review.
‘My government will continue to offer its full support to Ukraine and its people and will strive to play a leading role in providing a clear path to NATO membership.
‘My government will work to reset relations with our European partners and work to improve the UK’s trade and investment links with the EU. My ministers will seek a new security pact to strengthen cooperation on the common threats facing the UK and the EU.
‘My government will play its part in trying to maintain long-term peace and security in the Middle East. It is committed to a two-state solution with a safe and secure Israel alongside a viable and sovereign Palestinian state.
“Later this week, the Government will host a meeting of the European Political Community at Blenheim Palace.
“The Queen and I look forward to a visit to Samoa in conjunction with the Commonwealth Heads of Government Meeting in October, and a visit to Australia.
