Revoking its 1966 order, the Central government now allows civil servants to join the Rashtriya Swayamsevak Sangh (RSS).
An office memorandum issued on July 9 revoked an order issued on November 30, 1966, which prohibited civil servants from participating in organizations engaged in political activities. The order of 1966 states: “The undersigned is directed to invite the attention of the ministry of finance and others to the provisions of sub-rule (i) of rule 5 of the central service (acts) rules, 1964 where no civil servant is a member. of or have any association with any political party or organization that is or will be involved in politics, subscribing to aid or assisting any political movement or activity in any way.”
He added, “Since there are certain doubts about the government’s policy regarding the membership and participation in the activities of the Rashtriya Swayam Sewak Sangh and Jamaat-e-Islami by government officials, it is clear that the government has always held the activities of these two organizations to be such that participation in people by civil servants will draw attention to the Central Civil Service Rules of Conduct.”

Citing service conduct rules, the order states that government officials, who are “members or associated with the organization or with its activities shall be subject to disciplinary action”. notification of government employees working under or under him”.
The order was reiterated on July 25, 1970 and October 28, 1980. The order has been in place since then. Even in the Atal Bihari Vajpayee government and in the last two terms of the Modi government, the ban on civil servants joining the RSS continued.
However, on July 9, 2024, the Department of Personnel & Training (DoPT) issued a new office memorandum stating, “The order has been reviewed and it has been decided to remove the mention of RSS from the impugned order.”
The new office memorandum only prohibits civil servants from joining Jamaat-e-Islami.
