Four people including the President of Smartmatic were indicted Thursday in a federal grand jury for bribery and fraud related to the electronic voting system.
In a press release on Thursday, the Department of Justice confirmed that between 2015 and 2018, Roger Alejandro Pinate Martinez, 49, a citizen of Venezuela and a resident of Boca Raton, Jorge Miguel Vasquez, 62, a citizen of the US and a resident of Davie, Florida, sent a bribe of $ 1 million to Juan Andres Donato Bautista, 60, the former Chairman of the Commission on Elections of the Philippines. A federal grand jury in the Southern District of Florida returned an indictment today charging three executives from a voting machine and service provider company and the former Chairman of the Commission on Elections (COMELEC) of the Republic of the Philippines for their alleged roles. bribery and money laundering scheme to retain and acquire business related to the 2016 Philippine elections.
According to the indictment, between 2015 and 2018, Roger Alejandro Pinate Martinez, 49, a citizen of Venezuela and a resident of Boca Raton, Florida, and Jorge Miguel Vasquez, 62, a citizen of the United States and a resident of Davie, Florida, together with others, allegedly caused at least $ 1 million in bribes to be paid to Juan Andres Donato Bautista, 60, former COMELEC Chairman. The bribes were allegedly paid to obtain and maintain businesses related to the provision of voting machines and election services for the 2016 Philippine elections and to secure payments under the contract, including the release of enhanced tax payments.
The co-conspirators allegedly financed bribes through a slush fund created by over-invoicing the cost of each voting machine for the 2016 Philippine elections. To hide and conceal the nature and purpose of the corrupt payments, the conspirators used code language to refer to the slush fund and caused the creation of false contracts and fake loan agreement to justify the transfer. The co-conspirators then allegedly laundered funds related to the bribery scheme through bank accounts located in Asia, Europe, and the United States, including in the District of South Florida.
What the DOJ didn’t say was that Roger Alejandro Pinate Martinez was the president and co-founder of Smartmatic.

In 2023, The Gateway Pundit reported that Philippine authorities banned Smartmatic voting machines because of the allegations, ending 13 years of service in the Asian country.
While it was primarily Dominion Voting Systems that was involved in fraud allegations that damaged the results of the 2020 presidential election, Smartmatic remains a major player in the US election market. The company is now suing Fox News with a $2.7 billion lawsuit.
Smartmatic is particularly controversial due to its ties to the communist regime of Nicolas Maduro in Venezuela. The current vice president, Delcy Rodriguez, was married to Smartmatic founder Alfredo Jose Anzola, before he died in a plane crash in 2008.
