Madison – In what can only be described as “unbelievable”, “numbing” or “surprising”, a state of emergency complaint has been filed with the Wisconsin Election Commission (WEC) and the Election Administrator, Meagan Wolfe, by the Republican National Committee (RNC) involving “no active” (ineligible) Voters received absentee ballots last week in Wisconsin.
The RNC requested an emergency response from the WEC by closing business on Friday, September 27, to address possible issues before it is too late to fix them in time for the November 5 Presidential Election.
In the latest election integrity development, the RNC has discovered what appears to be a major security breach in the WisVote database involving the mailing of unsigned ballots to “inactive” (ineligible) individuals last week:
- The RNC bought now 7.8 +/- names in the WisVote database for $12,500.00.
- The WisVote database currently has 3.4 +/- million “active/eligible” voter names and 4.4 +/- million “inactive/ineligible” voter names in the same database that can be moved between the two buckets by clicking on a keyboard entry if the credentials valid. legally used.
- Wisconsin’s population is 5.9 million.
- 4.6 million Wisconsin residents are part of the voting age population (VAP).
- 3.4 +/- million Wisconsin residents are currently reported to be registered to vote as “active/eligible” voters.
- Wisconsin mails out absentee ballots 45-47 days before the Presidential Election.
- These absentee ballots are automatically mailed to individuals who are legally “indefinitely confined” per state law and do not require photo ID or signing the poll book on election day.
- Approximately 140,000 +/- individuals were mailed absentee ballots last week designated as “indefinitely confined”.
- A total of 418,786 absentee ballots have been mailed since last week.
- A total of 27,907 absentee ballots were returned during the past week via USPS, drop boxes and or directly to Clerks in Wisconsin.
- Wisconsin does not process absentee ballots until election day at the precinct level or in 38 communities (1,852 total communities) in Wisconsin through Central Count locations.
- Wisconsin processed just under 2 million absentee ballots in 2020 out of a total of 3.3 million ballots or 60%.
- The WEC issued a very liberal “guide” to Clerks in Wisconsin in 2020 to process absentee ballots even though absentee ballot certificates do not contain the required statutory information.
- Only 4,270 absentee ballots were rejected in 2020 for missing the required information or .002%.
- Normal absentee ballot rejection rates are in the 2%-3% range.
- Activists saw a Dane County Circuit Court Judge recently order the WEC to implement very liberal guidance to Clerks in Wisconsin regarding the processing of absentee ballots missing statutory information required on absentee ballot certificates (click here – Dane County judge says absentee ballots with incomplete witness addresses should be counted – WPR).
- Absentee ballots are collected in Wisconsin via USPS, drop boxes, long-term facilities, early or dropped off at the Clerk’s Office or Central Ballot Count location.
- Early voting, billed as absentee ballots, begins Oct. 22 in Wisconsin requiring voters to provide photo ID and sign in a poll book.
- Wisconsin is reported to have been decided by 20,682 votes in 2020.
RNC data analysts have uncovered, in part, the following information from a very preliminary look at WisVote’s database of absentee ballots mailed to “inactive/ineligible” individuals last week:
- 1,033 total absentee ballots were sent to “inactive/ineligible” individuals in the WisVote database as of last week.
- 456 absentee ballots were sent to “deceased” inactive individuals.
- 633 absentee ballots were mailed to “combined” inactive individuals with multiple addresses.
- 86 absentee ballots were sent to “move” inactive individuals.
- 15 absentee ballots were sent to “undeliverable” addresses for inactive persons.
- 10 absentee ballots sent to inactive “administrative action” (mentally incompetent).
The RNC, in part, requested an emergency response from the WEC by closing business on Friday, September 27, for the following matters:
- Can an “inactive” individual in the WisVote database legally request and receive an absentee ballot?
- How does the WEC process these absentee ballots from “inactive” individuals when they are mixed in with the thousands of returned ballots?
- How does the WEC handle the processing of multiple ballots that cannot be mailed to one individual?
What can the public do to immediately protect the integrity of the 2024 Presidential Election administration in Wisconsin?

10 Electoral College Votes in Wisconsin are zero for the Presidential Election. Without the 10 Electoral College Votes in Wisconsin, winning the presidency becomes very difficult.
All Wisconsin voters deserve and expect elections conducted with integrity to protect and preserve our constitutional representative republic.
